Might drought-parched southern Wisconsin get some much needed rain? The National Weather service puts the chance of showers tonight at 90%, Sunday at 70%, Sunday night at 80%, Monday at 70%, and Monday night at 30%. Ol’ Sparky (our Eisenhower-era mainframe computer) figgers the cumulative odds of precipitation at 340%. Don’t seem right. What would be the mathematical formula? Got to be something around 98% for those three days.
Now watch the rain just skirt us.

The environmentalists and the income levelers may lock horns over something called PIPP — Percentage of Income Payment Pilot. Governor Evers’ Public Service Commission held hearings last week on charging different electric rates based on income. “A totally ridiculous idea,” says State Sen. Julian Bradley, R-Franklin. He cites these flaws:
• The PSC doesn’t know how much money anyone makes, so we’d likely have to add additional bureaucrats to even begin administering this program.
• Charging someone a set amount no matter how much electricity they use … will lead to more energy being used.
• State law prohibits a utility from charging different rates for the same service.

85% of teens in juvie can’t read!
Hasn’t received enough notice, but Republicans are the pro-education party. Speaker Robin Vos observes that 64% of fourth-graders can hardly read.
“Wisconsin is in a literacy crisis. Studies have shown that children who don’t learn to read struggle later in life and are more likely to end up in prison or on welfare.” The legislature passed Assembly Bill 321 this week. The $50 million Right to Read Act establishes an Office of Literacy which will oversee up to 64 reading specialists “who provide science-based [read: Phonics] early literacy instruction and practices to teachers about effective ways to teach reading.“
One billion dollars more for public K-12 schools and $280 million more for their competition, school choice. That can accommodate another 20,000 students fleeing failing public schools — a 40% increase in choice school enrollment. More here.

As sad as it is that “64% of fourth graders” can’t read, no one should be surprised. When teachers spend every waking hour engaged in their leftist crusade to indoctrinate kids about white privilege and structural racism and encourage them to question their biological sex instead of teaching them how to read, these kinds of results are all too predictable. And apart from their ability to read, there’s the question of what they’re expected to read: mainly leftist screeds about racism, sexism and homophobia. It’s no surprise public schools are losing out to charter schools and homeschooling–what is surprising is that any sane parent would send their kids to public schools, at least the kind we pay top dollar for in Madison.
But I thought the Teachers Unions, the Public Schools and all the Government agencies that regulate public schools new more than parents on how to raise and teach their children. I guess 26% of 4th graders can read is better than10%.

Apparently it’s not enough since the latest report from MMSD is that it will fall millions of dollars short in its latest “budget.” Oh well, when have Madison taxpayers ever turned down a demand from the local education establishment for more $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$?

That is the problem: poor parenting.
That’s a big part of the problem, but even good parents are often kept in the dark about schools’ efforts to brainwash their kids. Until the teachers’ unions are dissolved, no progress will be made on that front.

Good guess. It’s a little higher than that even.
The easiest way to calculate this is to figure out the probability that it won’t rain at all for the period Saturday night, Sunday daylight, Sunday night, Monday morning, Monday night. If the probability that it will rain Saturday night is 90%, then the probability it won’t rain then is 10% or 0.10. Similarly, if the probability it will rain Sunday daylight is 70%, the probability it won’t rain at all during this time is 0.30.
Putting it all together, the probability it won’t rain at all for the 5 intervals given is:
0.1*0.3*0.2*0.3*0.7 = 0.00126
Therefore, the probability that it will rain at some point during the 5 intervals from Saturday night to Monday night is 1 – 0.00126 = 99.87%
