Shamefully, the Madison Common Council failed to uphold the Ethics Commission’s verdict of undue influence on the part of inveterate police critic Shadayra Kilfoy-Flores Tuesday 01-14-25.
The City Ethics Commission had unanimously upheld an ethics complaint filed by a Madison police officer that Ms. Kilfoy-Flores attempted to use her position as the chair of the Police Civilian Oversight Board to threaten police with an official investigation by her quasi-judicial body after they arrived to arrest her daughter for car theft (a charge later dropped).
“I’m the chair of Madison’s Police Civilian Oversight Board. You will be thoroughly investigated to make sure any of your arrests involving young black women will be thoroughly investigated. … Your discrimination tonight is obvious.” — Kilfoy-Flores, according to the police complaint.
Her attorney played the race card, speaking before the Council Tuesday. “She was accused of looking for accountability for a fairly racist, openly racist police activity.” Ms. Kilfoy-Flores herself suggested that the complaint was due to police antagonism to the Police Civilian Oversight Board. She accused Madison police of subjecting her to “public shame and punishment to single me out.”
She complained that she had never been trained in the city’s Ethics Code. Her ally in the anti-police Community Response Team, Amelia Royko-Maurer (speaking remotely from another county), accused police responding to the scene, of “misappropriating an indigenous term for a Mexican woman who was wearing large earrings of native design … and saw her brutalized daughter being detained and led into a police squad car.”
Ald. Barbara Harrington-McKinney was having none of it. “She used that position to get favoritism. … She is not above the law. The ordinary citizens would not have been able to use those references in that particular situation.” But enough of the 19 alders abstained to deprive the Ethics Board recommendation from a majority.

Aren’t Madison Alders/Municipal Employees required to complete mandatory Ethics CE? Despicable Lefty’s sure 1st in line to demand that everyone submit to Didn’t Earn It training.

So sad that the council members are afraid to enforce ethics rules because a minority is involved. Sounds like collusion to stop the charges. The members that abstained are cowards and don’t belong on the Council.
